FDA Monitors Code Enforcement and Zoning

The FDA partners with the City to actively participates in zoning variance and code enforcement.


With direction of its Board of Directors, Code Enforcement and Zoning actively participates in zoning variance, and Special Use Permit (SUP) requests that come before the City’s Board of Zoning Appeals (BZA) and City Council and takes a position on the request in accordance with the FDA’s mission statement. Once the City notifies us of a pending case, the committee then reviews the proposal, visits the property, meets with the property owner or representative, and talks to immediate neighbors of the property. The committee then makes a recommendation to the FDA Board. Should the Board vote to oppose the SUP or BZA, the Zoning Committee Chair attends the appropriate meeting to present the FDA’s position. Position possibilities include opposing the request, or not opposing the request.

A lifelong resident of the Richmond area where he worked for forty years in higher education. Bill rented in the Fan as during and after college in the 60s until 1974 when he bought his first home in the 1400 block of Grove Ave, and later began purchasing other Fan properties that he maintains at a very high standard. He visits his properties daily and strives to maintain his properties as if he were living in them. A member of the former Lower Fan Association, active member of the RPI Alumni Board, member of the Southampton Civic Association, and has been a member of the FDA for decades where he’s served 8 yrs on the FDA Zoning and ABC Enforcement Committee. As a member of the Board, Bill strives to maintain the quality of Fan living, protect property values, and raise the bar by bringing landlords and neglectful property owners to the table.
