New 2021-2022 Fan District Parking Permits Available for Purchase

New parking decals for residents of the Fan Restricted Parking District are on sale. They cost $25 each and are limited. Both mail-in and in-person renewal options are available for qualifying residents. The current Fan parking permit expires June 30, 2021.

Residents must display the Fan permit on their cars to park more than 1 hour from 7:00 a.m. to 9:00 p.m., Monday through Thursday, and from 7:00 a.m. to 6:00 p.m. on Friday and, also on West Avenue and parts of Boyd and Birch streets where the regulation is 1 hour from 7:00 a.m. to midnight, Monday through Sunday.

A resident is either the residing owner of record or renter of property located within the Restricted Parking District. A City of Richmond Residential Parking Permit Application must be completed and approved prior to decal issuance.

To enable the Department of Public Works to verify residency, the following information and photo identification must be provided:

  • Residential property owners must provide either a copy of their real estate bill or other information that verifies ownership of the property
  • Renters must provide a valid written lease for the property in the Fan Parking District, and have the appropriate approval of the property owner on the application they present

A resident of the district is defined as an owner of record or renter of property in the district and members of their immediate family who reside with the owner or renter at the address in the District:

(1) Who are licensed drivers

(2) Whose domicile is the address for which they are seeking to obtain the parking permit

Annual Visitor Passes also are available and limited to two per house or building address at a cost of $35 each.

Annual Visitor Passes must be purchased at the same time the Fan permit is purchased and are restricted to residential homeowners.

Property owners and renters are required to comply with the residency requirements and the motor vehicle registration requirements of the Virginia Department of Motor Vehicles.

About

The mission of the Parking Committee is to study parking in the Fan district and make recommendations to the Board to improve the quality of life for all residents. The Committee is tasked to re-design of the Fan Restricted Parking District (Decal Parking Area) located in the eastern Fan. In addition, the Parking Committee is responsible for maintaining a list of all businesses that have received zoning approval based on leasing parking from other sources. Violators will be referred to the Zoning Chair.

Parking Permits

  A portion of the Fan has unrestricted parking – no parking stickers/permits are necessary.
  Other areas are designated as Zone 1 or Zone 2, and parking in these areas longer than the
  posted signage allows requires a parking permit sticker. Permit stickers are valid from July 1 –
  June 30 each year, and there is no prorating of permit fees (e.g., buying a permit sticker in
  May means another must be purchased at full price at the end of June). See the resources

Permit Fee Structure & Conditions

The following documents enable residents and property owners to provide the necessary information to apply for a Fan Parking Permit.

Permit Fee - $25 each (permits are not pro-rated)

  • Expires June 30

Courtesy parking pass - $10 each

  • Expires 10 days from date of issuance
  • May only be purchased by someone owning a valid Fan parking decal

Annual visitor's pass - $35 each

  • Home owners are limited to two per house or building address
  • Must be purchased at the same time as the Fan Parking Decal
  • Expires at same time as the decal, June 30
  • Non-replaceable
  • Must be resident property owners & must have an annual permit

Replacement of Fan Parking Decals

A decal purchased for a vehicle that was sold or otherwise disposed of by the owner may be purchased for $1, with verification of the original decal purchase and vehicle information from the Department of Motor Vehicles (DMV).

Decals that are lost or stolen may also be replaced for $1. In these instances, the owner of the vehicle must provide the Department of Public Works, either a signed affidavit that the decal was lost or a copy of a police report indicating the decal was stolen. Fan parking decals can be obtained at the following city facility:

Parking in the Fan without a Permit

Parking in the Fan District without a permit is limited to one hour from 7:00 a.m. to 9:00 p.m., Monday through Thursday, and from 7:00 a.m. to 6:00 p.m. on Friday. On West Avenue and parts of Boyd and Birch streets the regulation is one hour from 7:00 a.m. to 12:00 a.m. (Midnight), Monday through Sunday. A Fan Parking Decal is required to park in excess of one hour during these times.

A retired elementary teacher from Hanover County Schools after a 34-yr career, Robin met her husband Gary in the Fan over 35 years ago where each had chosen to live because they admired the architecture and ambiance of the wonderful neighborhood. They eventually moved to Monument Ave while continuing to buy investment duplexes throughout the Fan, putting in the hours as a labor of love, restoring these beautiful old buildings back to life. They rent to young professionals who are contributing members of the neighborhood. Robin has served on the MAPS, Historic Monument Avenue, and FDA Boards. She and Gary chaired the Centennial Celebration that closed Monument Avenue for a mile-long croquet festival. They are members of the Richmond Apartment Association, which strives to raise the level of apartment living throughout the City. She continues to bring her perspective as a responsible landlord to the Board and serve the neighborhood in any way she can.
