Important Code Refresh presentations this week (June 15-17, 2026)

The City's code rezoning process, Code Refresh, is at a crossroads with significant consequences for the Fan and all neighborhoods. 

This week, Mayor Avula and other City officials will summarize community feedback about Code Refresh, and highlight key topics for consideration about the upcoming third drafts of the zoning maps.

These working sessions are intended to review three specific components of Code Refresh:

  1. Allowable housing units per lot, 
  2. Zoning designation for places of worship, and 
  3. The number of unrelated people that can reside in the same residence

We encourage you to attend any or all of these meetings, in person or virtually.

Zoning Advisory Council

In addition to the presentations, there will be opportunities for public comment at some of these meetings. If you have opinions about the Code Refresh initiative, these sessions are a valuable opportunity to speak directly to city leaders.

Kevin Vonck, City of Richmond director of planning and development review, will be giving this presentation this week. Please take moment to review it to understand what will be discussed.

Melissa Savenko, chair of the Fan District Association Zoning Committee, will be holding "office hours" for members to ask questions about the Code Refresh, the zoning process, or any other related projects in a casual environment.

Zoning committee office hours will be held at the Fan District Association office (208 N. Strawberry Street) from 6-7:30 p.m. on Monday, June 22 and Tuesday, June 23.
